why is that some building paint pills off at the lower part?

That is caused by mainly failure of the dump proof course (DPC). by either poor fixing or poor quality was used. moisture underneath the building will then raise through brick or block work causing dumpness.

You should first seek advice from competent firm or individual . get your plans drawn by professional architect together with bills of quantities.
